Hi,
Does anyone know if the parts manual for the wooden Ben Hur trailer tells you the quantity, size and length of tbe step bolts needed?

Yes, the ORD 9 SNL G-518 list every bolt. I find it much more useful then the service manual. I have a digital copy I bought from TM-WW2.com and use it all the time. I can't sit here and go through the entire book for every bolt for you, but if you have a specific question. Say mounting fenders or other component I can look up that hardware for you.
