In general a Brake Stall Test is one where an known tractive effort can be "withheld" by a known amount of breaking effort.
It is used commonly on railway engines to determine brake efficiency, where typically 25-30% of the engines power can be applied before the train moves.
I guess its our military equivalent on assessing vehicle brake performance ? Just my take.
