Sorry, picture sideways! We found this mechanical device on a Jimmy cargo bed under a pile snow chains a couple of years ago. It says: Snyder Jack Inc. Serial number 30015. Type deluxe. Philadelphia...

What could it be? A snow chain tensioner? Military at all?
