AR 850-5(august,5 1942).Is it out of order?

Many of CCKW,still in the war theater,the circle of the star and the letters and numerals were not in according to this army regulation(august,5 1942).Registration number in the hood too.Letters and numerals height: 3".For example: U.S.A (numerals always under the letters). U.S.A

The letter "S" will be placed after the registration number and will be made by leaving a space between the last numeral and the "S".
