It is designed that water will not pass thru the Laminated Disks, and that it will be trapped in the bottom of the bowl.
It is a good idea to drain the bowl by removing the plug on the bottom. I should be done a few times a year.
If your filter is not serviced, it could corrode inside and you will invite possible carburetor problems.
NOTE
Do not remove the bowl unless you have a new gasket, as it is guaranteed to stick to the bowl and tear. Your truck will not run if the gasket does not seal to the bowl. These gaskets are scarce. Army Jeep Parts has fresh originals, it would be wise to have a couple sets in stock.
AC no longer stocks the two gaskets iused with the filter, but surpluss ones from the 80s-90s are at some dealers.
