Idle adjustment screw prevents for a good starting?

Do you believe that the idle adjustment screw would prevent for a good starting?
*NOTE:GMC Zenith carburetor has a QUALITY idle adjustment screw type(far from throttle plate)
Jeep and Dodge Carter carburetor have a QUANTITY idle adjustment screw type(near from throttle plate)
