Horn circuit breakers on civilian gauge dashes

Hi!
I'm hoping someone knows about the *early* wiring harnesses.
I've got a July '41 with the tan coloured GMC civilian gauges.
The horn circuit is not getting power. There's no 'relay' anywhere and the book shows the circuit breaker behind the dash by the ignition switch on studs(?).
This truck is very original and unmolested, and I can find neither any place a breaker was ever mounted, (no studs, holes, scars, repairs) nor the two wires coming out of the harness for it.
It really looks like an original civilian harness that had the blackout circuits hastily added. (Indeed, this truck has the add-on B.O. driving light over the headlight)

Does anyone know if they actually added horn breakers before going to the standardized military gauges, or am I on a wild goose chase?

Have you checked in a civilian shop manual? Perhaps the civilian manual would be helpful...
