IIRC there are 4 on each side ...and originally they also had an metal strap with indexed holes that captured 2 bolt heads preventing them from turning whatsoever.
On one of my trucks one side was safety wired thru' the holes in the bolt heads in an effort to hold the plate/keeper on , and on the other side cotter pins had been inserted instead to simply hold the plate/keeper in place ( unsure as to which practice is correct however  both did work equally well :D )

Hope this helps

Im in the middle of redoing my brakes from the ground up with new master cylinder, hydrovac, wheel cylinders SS, shoes, return springs, rubber brake lines, steel lines&fittings new felts and seals for all wheels repacking bearings after inspection. Right now i have all wheels off and the backing plates are stripped/sand blasted to bear metal and painted a grey enamel along with all metal parts in the drum. HOW TO STOP TRUCK.(page D-8 TM10-1563)
1.Remove foot from accelerator pedal and apply brakes by pressing down on foot pedal
2.Depress clutch pedal when speed of truck has been reduced to idling speed of engine
3.Move transmission shift lever into neutral position.RELEASE CLUTCH PEDAL AND APPLY HAND BRAKE WHEN TRUCK HAS COME TO COMPLETE STOP.
